Memorandum on Nazi organizations involved in war crimes
During the 1940s many émigrés from Europe were in the employ of the United States government, using their expertise to help the American war effort in Europe. This memorandum by political scientist Franz Neumann was written for the OSS in preparation of the postwar occupation, the “de-nazification” of Germany and the postwar war-crimes trials. In 1942, while in American exile, Neumann published a highly regarded study on the Nazi state (Behemoth: The Structure and Practice of National Socialism), after which he was recruited for the Central European Section of the R&A.
